FLEGT in Focus
             Thailand Ministry of National Resources and Environment gives priority to timber along the supply chain on private land, to promote economical plants and increase green area after the law related to timber on private land was resolved and allowed restricted species to legally entering into the market. The FLEGT VPA will make the timber look more reliable and create value-added to the products by using Self-Declaration to help authorized, along with rules and regulations that were proposed to the Royal Forest Department. The outcome was from sub-working group meetings to reflex reality of the situations, and pave ways for the trader, whose timbers are from private land, to follow the guideline.
            However, the system is still developing for the best outcome to suit the country and its people, not to mention gaining trust from foreign traders. SD will specify that the factory/sawmill would have to be able trace from the origin of the timber according to Thai’s laws.
        For the past, 27 meetings were held: 17 Sub-Working Group meetings, 2 Technical Meeting with European Forest Institute, 1 Video Conference, 6   Ad –   Hoc   Working
Group meetings and 1 Sub-committee. The total number of participants are 677, 313 male (53.77%) and 268 female (46.23%)
 
FLEGT Pitch in
           As a leader of sub-working group, the Federation of Thai Industry (FTI) , as a private sector, has been pushing of Self-Declaration System (SD) and push for implantation, along with FLEGT VPA process. The aim is promote timber legality in the country. They have been playing a leading role on developing SD and working closely with the Royal Forest Department (RFD) of Thailand, to let the public sector understand where the private sector is standing and their though on SD, as they would be the one using once being implemented. They have to be able to trace back from the origin along the supply chain, to make sure that the timber is from legal supplier. The federal also helps promoting timber products for competition in the global market as well. All process could happen because FLEGT allows every sector to play the role and promote good governance in every country.

When in (TH) Law

            Amending the laws of Royal Forest Department (RFD) is a very interested topic that Thai people has a lot of interest. As we have known, some species of timber from private land has been illegal for trading as they are forbidden. Permission is needed if they have to transport. Therefore, article 7 of Forest act of 1941 has been revised on the forbidden species. Article 18/2 on certifying sources of timber and 18/ๅ on certifying exporting timber were revised to support the economic species. The two articles have been presented to Ministry of Natural Resources and Environment in early December 2019, and would be implemented by 2020.
          RFD has also been revising article 7 on public land on land of Agricultural Land Reform and Industrial Estate and present them to the Minister of Natural Resources and Environment for the people to be able to harvest timber on those 

lands. Timber from these lands would automatically be qualified and legal for trading, which, tentatively, would pass cabinet approval next year.
          Article 18/3 for other corporation, other than RFD, to certify timber of article 18/1 and 18/2 is still in the process of consideration Law Development Committee of RFD, which, tentatively, into implementation by next year.
          Moreover, RFD have been revising laws on Plantation Act no.2 by adding more lands and registration of lands into it. Tentatively, the director of RFD would sign and announce implementation within this month.
