FLEGT in Focus

           Thai FLEGT VPA Progress in the past 3 months, Thailand had arranged meetings to discuss over the Annex V Timber Legality Assurance System (TLAS) and supply chain control on private land as well as Import Control. The main discussion for TLAS were related to organization to be verification of compliance unit and FLEGT Licensing Units. For supply chain control on private land, the self-declaration form was developed and revised as well as the DD form of Import Control which will be used for field test for further process. Moreover, Thailand had also developed its first time meeting of Public Disclosure of Information sub-working group and Conditions Release for free circulation.

         During April to June 2019, Thai-EU FLEGT Secretariat Office had arranged 10 relevant meetings, which are 7 Sub-Working Group meetings, 2 Ad-Hoc Working Group

meetings and 1 Video Conference Meeting. The total number of partipants are 229 persons divided into 130 males or 56.77 per centage and 99 females or 43.23 per centage.

FLEGT Pitch in

           As it is well-known that Thailand has a strong participatory among Thai stakeholders. They pay such important role in FLEGT VPA process since the start by participating and providing comments and views in many relevant meetings and including leading role of Thai Timber Association and voluntarily proposing to be a sub-working group leader of the Private Plantation Forest Coorperative Limited (PFPC). During the past months, the CSOs with the lead of RECOFTC was not only the active voice of Thai stakeholders but now stepped up to be the sub-working group leader of Public Disclosure of Information with close cooperation with Thai CSO.

When in (TH) Law

       According to the announcement of  Royal Thai Government Gazette on April 16, 2019, on promulgated of Forests Act (no.8) B.E.2562 (2019) and enforced on April 17, 2019, all over the country.

        As you might know, the primary matters of improvement are related to M.7. Including the addition of timber certification on the approval of timber origin (M.18/1), the approval of timber for exporting M.18/2, and assignment other organization to issue the certificatein M.18/1 and M.18/2 instead of the

Royal Forest Department (According to the regulations of the RFD) (M.18/3.). 
        However, the implementation of these sections must be in line with the regulation of the RFD, in which RFD is pushing and drafting the regulations in order to effective implementation of the Forests Act further.

Asia Pacific Forestry Week

Thailand holds side event during the Asia Pacific Forestry Week (APFW) on promoting timber legality.
          The Royal Forest Department of Thailand organized a side event during the Asia Pacific Forestry Week (APFW) that aimed to share Thailand’s experiences in promoting timber legality. The event, titled “Strengthening Integrated Forest plantation and Land Management Approaches to Achieve the Legal Timber trade and marketing” was held under Stream 4: Promoting responsible trade and markets.
