On the 12nd February 2018, Thai-EU FLEGT secretariat office arranged The second FLEGT VPA Ad-Hoc Working Group Meeting at Rama Garden Hotel, Bangkok which has Mr. Banjong Wongsrisoontorn the Director of Forest Certificate Office as a chairman of the meeting.
The key points from the second meeting of an Ad-hoc working group are as follow:
1.The update on the LD (draft) developing
According to the consultant’s recommendation on field test review, sub-working groups suggested that the recommendations could be mainly divided into 3 types that are;
- the existing law which is not stated in LD which used for the field test.
- The law stated on LD and should be erased.
- There is no law, therefore, it does not have to state on LD.
As agreed by the sub-working group, the consultant has also provided suggestions regarding some details which should be developed. The details are as follows:
- Development of LD structure
- Erasing motor chainsaw from LD
- Putting verifier detail in a separated appendix
- Adding basic indicators of labour law
- Setting and stating Environment Measurement for factory on LD
- Adding more timber or wood definitions on LD, for example, restricted wood, non-restricted wood, wood with forestry law, etc.
2.The update on the TLAS (draft) developing
- The sub-working group suggested to add the process of issuing documents in special cases such as loss of passes or errors record information. Also, they discussed the results of LD field test in both small and big operators.
- In addition, the meeting also referred to the resolution of LD sub-working group meeting. It was agreed to put LD’s verification system in a separated appendix. Also, they were agreed to add the verifications of the timber or wood product which were not indicated in LD into TLAS.
- Moreover, the meeting suggested that the role of middleman should not be indicated. For the filling systems, the meeting agreed to appoint the persons who are related to the process that timber belongs to file the document and apply the documents which are similar to delivery note to the system.
- Moreover, the meeting also agreed to add the unregulated species on private land, wood pellet, and woodchips to the TLAS verifications including agreed to check whether wood pellet and wood chips are in the product scope according to EUTR.
3. The consideration of the verification of unregulated species on private land concept note
- The meeting resolved to revise 1) private land definition 2) The regulated and unregulated species on private land definition and 3) the concept note of the verification of unregulated species on private land procedure and its diagram.
4. The consideration of the imported control concept note
- The sub-working group requested the RFD, the Department of Agriculture and the Customs department draft the detail of the imported timber verification process and its penalty which were submitted to EU representative in order to make clearly understanding on Thailand imported procedure. Moreover, the legislation to support the DDS system should be considered carefully and assured that it will not affect to small operators.
5. The next AHWG meeting
- For the third of AHWG will be arranged on the 26th of April 2018.
