The lesson learns of Thailand on participatory under the FLEGT process.

After Thailand agreed on negotiated with the EU on FLEGT VPA, one of the keys under the process is timber governance that Thailand requires to improve. From the past until now, what Thailand learn about the participatory process?

It would not be wrong to say that Thailand had learnt a lot about the participatory process including stakeholder’ themselves on taking a role. This role here does not mean only attend the meeting but include taking a significant role in the process.

At the end of the year 2017, Thailand initial established the sub-working group on providing the VPA annexes which aims to increase an effectively working as a small group. There has appointed the leader from the relevant stakeholders that not only come from the government sector. Therefore, the private sector had taken a leadership role of several groups such as the new import control method that considers as a new dimension of Thailand to improve the timber import regulation for combating illegal logging to the supply chain of the country, including to a new method on self-declaration for timbering in private land.

There have various sub-working groups carried out which possible to establish more to promote the governance, capacity, and ownership of the stakeholders.

Supply Chain Control Consultant and Representatives from EFI Meets representative from the Federation of Thai IndustriesOn September 28th, 2018, Mr Atthapol Charoenchansa, the deputy director general of the Thai Royal Forest Department, paid a visit and discussed with Mr Banjong Wongsrisoontorn, the director of Forest Certification Office under Thai Royal Forest Department, together with the related governmental staffs. The meeting held at Thai-EU FLEGT Secretariat Office meeting room and aimed to follow up on the Electronic Timber Registration System or so-called e-Tree as well as to find gaps in the system. This is also in order to be prepared earlier before the official how-to presentation and the system’s launching for the further process.e-Tree is the system to collect trees’ information such as its sources, timber stock number. Moreover, this system allows people to request for cutting, selling, transporting, which necessary for certifying and exporting timber.

EU and Vietnam sign VPA to combat illegal logging and promote legal timber trade
The EU and Vietnam signed a VPA on 19 October 2018. It will enter into force after each Party ratifies it in line with their internal procedures. The VPA commitments are already reflected in Vietnam’s recently adopted Forestry Law, which enters into force in January 2019. The new law prohibits import to Vietnam of illegally produced timber. The Vietnamese government is now preparing further implementing legislation, including provisions on due diligence for its importers and on adequate, proportionate and dissuasive sanctions as stipulated in the VPA.

The Corner

The EU FLEGT Facility, European Forest Institute (EFI) has been cooperating with Ban Thi Sub-district municipality to conducted the training modules on women’ s rights and leadership development on 28 -29 September 2018, under the pilot Study: Support mechanism for small, micro and informal forest products enterprises (SmEs), for Reclaimed wood operators in three sub-districts in Lam Phun province: Ban Thi, Huay Yab and Makheau Chae. The objectives are to enhance knowledge and understanding of women’s rights and relevant law and regulations, to develop women’s leadership and their ability to manage their enterprises, to enhance decision-making in their households and enterprises, and to develop and strengthen women’s roles in the public.
