What does Thailand get from the 2nd negotiation with the EU?

Thailand and the EU had Joint Expert Meeting (JEM) 4 and 2nd Negotiation on 17th and 19th July 2018. There had a key issue discussion such as:

–  The progress of Legality Definition (LD) and employ the consultant to help the working group. Thailand had expected to complete the LD at the end of this year (2018).
–   Agree to exclude recycle products from the product scope.
– Agree to do the field test concept based on proposition option from Thailand about supply chain control on private land and import control.
–  Initial question and answer about the draft VPA legal text (part 1) of the VPA to make a clear understanding of both sides.
– Agree on the new VPA roadmap from 2nd to 3rd negotiation. In a primary, there has planned to have 2 JEM and 1 NEG in 2019.

After the meeting, Thailand by the working group in a different level, especially AHWG and Sub-Working Group are continuing the discussion and cooperate with consultants, and expertise from EFI on revising the paper and designing the guideline/methodology to fit for related field testing which aim to ensure the acceptable timber traceability and improving trade capacity of Thailand.

Supply Chain Control Consultant and Representatives from EFI Meets representative from the Federation of Thai Industries

On August 14^th, 2018, Mr James Sandom, a Consultant on Supply Chain Control which is supported by European Forest Institute (EFI), and Mr Alex Hinrichs, the representatives from EFI, together with Ms. Somrudee Nicrowattanayingyong, FLEGT Facilitator for Thailand, paid a visit and had some discussion with Ms Rungnapa Wattanavichian, a representative from the Federation of Thai Industries, responsible for the self-declaration of Supply Chain Control, and Ms Panjit Tansom, the Project Consultant. This meeting aimed to discuss over the workplan and working procedures of both Mr James Sandom and Ms Rungnapa which are related and linked.

To illustrate, Mr James’s research is covering the possibility of Self-declaration of the operator in every species by exploring all required and related documents used from its start to the factory. In the case of FTI’s project, it is covering a larger scope which is all unregulated species from its start throughout the Chain of Custody (CoC).

South-east Asian countries share progress on timber legality

Representatives from the Association of South-East Asian Nations (ASEAN), the ASEAN Member States and the European Union (EU) had met on July in Thailand to share the progress of national and regional efforts to tackle illegal logging and its associated trade.

The meeting focused on part of national efforts to assure the legality of timber products through Voluntary Partnership Agreements (VPAs) with the EU, under the EU Forest Law Enforcement, Governance and Trade (FLEGT) Action Plan. Participants presented progress in VPA partner countries, as well as, shared experiences to foster learning among countries.

The EFI’s EU FLEGT Facility worked together with Ban Thi Sub-district Municipality to conduct a pilot study to support mechanisms for reclaimed wood/recycle wood operators in three sub-districts in Lam Phun province: Ban Thi, Huay Yab and Makheau Chae. The study follows on from the findings obtained from 2 earlier studies. : ‘Thailand: Diagnoses and Regulatory Assessment of SmEs in the Mekong Region and ‘Case study: Support Mechanisms for Small, micro and informal forest products enterprises (SmEs)’. The objectives of the new pilot project are: to increase reclaimed wood households business competitiveness in the furniture market. Different training modules have been developed consistent with the design of the Timber Legality Assurance Scheme being developed as part of the Thailand VPA. Additionally, the first phase of the training programmes will be conduct every month until the end of 2018: the expected outputs will be monitored and evaluated to assist with the development of the second phase of the pilot study.
