The light of participatory

After four years of FLEGT VPA process in Thailand, the participatory process has a good development, which can see from relevant meeting activities and the leader of Sub-Working Group (SWG).

Thailand is looking forward to the 2nd negotiation with the EU, which will arrange on 19th July 2018. The topics to a discussion are related to the result and update from the first negotiation. It consists of Product Scope (PS), Legality Definition (LD), Timber Legality Assurance System (TLAS), and Supply Chain Control (SCC) that include Import Control and SCC on private land as well.

To prepare all necessary documents and negotiation, the stakeholder participatory has a key component to drive the process. The SWG leaders who facilitate the discussion in each issue have indicated their strong participatory as seen; The Federation of Thai Industries (FTI) is a leader of SCC on private land SWG, Thai Timber Association (TTA) is a leader of Import Control SWG, etc. which also increases strengthened cooperation of multi-stakeholder and builds various channel to access the high level.

FLEGTunes: Representatives from EFI Visited TEFSOOn June 21th 2018, Mr. Alex Hinrichs, and Mr. Monre Morne van der linde, the representatives from EFI paid a visit to TEFSO and had some conversation and discussion in order to prepare for the Video Conference between Thailand and the European Union as well as to prepare for the next Joint Expert Meeting and Negotiation.

During this visit, they also followed up for updates on Workshop Meeting Arrangement on Timber Legality Assurance System which will be hold at Chiangmai on July 2018. Moreover, the representatives from EFI was also provided an presentation and description on E-Tree system under Thai Royal Forest Department and its linkage to the National Single Window (NSW) of Thailand.

FLEGT Discovery
Study identifies options for legal timber legislation in China
A summary report of the Feasibility Analysis of the Incorporation of Timber Legality Requirements into Chinese Laws or Regulations to Promote Trade in Legal Forest Products was published. The analysis was undertaken jointly by the EU (DG Environment, European Commission) and China (State Forestry administration and Chinese Academy of Forestry), in the context of the EU – China Bilateral Coordination Mechanism (BCM) on Forest Law Enforcement and Governance (FLEG). For more information please CLICK

SmE Case Study: Support mechanism for Small, micro and Informal forest products enterprises (SmEs); The reclaimed wood households in the three sub-districts in Lam Phun, namely, Ban Thi, Huay Yab and Makheau Chae.The study is a part of the SmE initiative in Mekong Region under EU FLEGT Facility of European Forest Institute (EFI).  The objective is to obtain basic information and capacity need for development of Small, Micro and Informal Forest Products Enterprises (SmEs).  Moreover, compliance of regulation, law and women role are included for planning and aiding capacity development; the operators can compete in market and participate in the legal supply chain. Findings and conclusion should feed into VPA processes.

This was studied by quality research through in-depth interview in order to gain personal information which was 20 of samples.  The information was collected from the 20 samples on 10th -17th March 2018.  The focus group discussion was arranged on 26th April 2018.  Moreover, observation was done during the interview and the brainstorming discussion. The results and findings have been finalize and developed the intervention activities to support to SmEs in the case study area, to increase households business competitiveness in furniture market, to grouping and strengthening households for institutional and legal operation, and to develop equality of women roles in wood furniture industry.
