The meeting of Thai-EU FLEGT secretariat Office and Office of International Cooperation on Natural Resources and Environment (OIC.MNRE)

On 22 July 2016, Mr.Banjong Wongsrisoontroon, Director of TEFSO and staffs visits  Ms. Rungnapar Pattanaviboon, Director of Office of International Cooperation on Natural Resources and Environment (OIC.MNRE).

OIC.MNRE suggested TEFSO to prepare documents on negotiation framework, timeframe, participants’ component to ensure before submitting to the cabinet. The main text of FLEGT procedure in general should be created in order to link to other annexes. TEFSO should provide the flowchart showing processes on FLEGT from the first step to the last step which is FLEGT License approval for better understanding and to estimate the possibility and the number of negotiation. Also, the level of negotiations should be always specified.

Furthermore, for the negotiations with EU or the Permanent Secretary, Thailand should demonstrate the obvious attitude towards the negotiation including with analyzing advantages and disadvantages after the negotiations occurred. For the first negotiation, the meeting suggested to raise Gap Paper as the main issue in order to edit and add missing points into Legality Definition draft to cover Thai law. Furthermore, the people will ignore to plant trees if Thailand follows Thai environmental law. Then, the issue of the environmental law should be raised in this negotiation as well.

Therefore, TEFSO as Thailand representative should prepare all stated documents and be ready for further submit them to the cabinet.
