The 2/2017 Technical Meeting between AHWG and EFI

17 October 2017 – Due to Legality Definition Field Test for two months, Thai-EU FLEGT Secretariat Office arranged the Technical Meeting between AHWG and EFI No. 2/2017 at Rama Gardens Hotel, which Mr. Charesak Nantawong, Deputy Director General of Royal Forest Department acted as a chairman of the meeting.

The key points from the Technical Meeting are the following:

1. In this meeting, Mr. James Sandom, International Consultant, and Ms. Pawinee Udomai, Local Legal Consultant, presented the feedback of the LD field test on 62 sample sites to the Technical Meeting. Moreover, they found 141 main points. For example, scale of operators are much different, and Indicators and Verifiers of O4 and O6 should be improved. However, the detailed feedback will be compiled and analyzed to disseminate as a complete report.

2. Dividing into groups to consult issues as follows:

  •  What kind of environmental and social indicators should be included as part of TLAS for planting up to harvesting and transport. (Principle 6).
  • How should the LD and TLAS accommodate the different requirements of large scale commercial producers and small-scale producers or community forest projects in Thailand? (Principle 2).
  •  Should the LD and TLAS seek to include Labour regulations and Criteria and Indicators. If so, what kind of Indicators and Verifiers are most relevant and suitable? (Principle 4).
  • Unrestricted species. How can we deal with them? How can we establish and prove their legality? (Principle 3).
  • Ownership. How can the legality of ownership of the trees be demonstrated – proof and evidence?
  • Empty box. Include anything of any topic that you feel passionately should be discussed or included in the LD or FLEGT Licensing system.

3. Thai side presented the advancement of Due Diligence System Working Group as following:

  • “Thailand presented the template and the advancement of Due Diligence Working Group which was studied from Vietnam in terms of a risk assessment of imported timber. The risk assessment will be considered by species and source of timber. Plus, there must be a field testing before being accessible.”

and the advancement of verification of unregulated species on private land Working Group as following:

  • “Currently, there are four methods of verifying unregulated species on private land, namely, self-declaration template by Tree Bank, tree-certification of Plantation Cooperative by third party, TISI 2861 of TFCC, and E-Tree of Royal Forest Department, that have not been concluded.”
