Terms of Reference for the Independent Audit Annex details scopes of work of the independent audit that Thailand will commission to audit THA-TLAS system.

The auditor’s role is to assess the functionality of THA-TLAS to check whether the system runs according to FLEGT VPA agreement. The auditor will produce a report and recommendations for Thailand and EU for the purpose of improving the THA-TLAS system. The reports will be made available to the public.

The function of the independent audit is in place to ensure transparency and efficiency of the THA-TLAS system. For impartiality, the auditor must not associate with the timber sector of Thailand and EU; the auditor’s qualification is described in the Annex.
