Beginning of the year 2017 with the sub committee meeting on 15 February, the meeting aims to report the FLEGT VPA progress including making understanding of the committee on the process and planning for negotiation with the EU. The meeting is accolade from Director General of Royal Forest Department, Mr.Cholatid Suraswadi to be a chairman. He had listened to the timber problem and challenge from stakeholder and answers questions with making a commitment on follow up the stuck process. He gave important on the proceeding of the gap/issue paper, which is the recommendation from the participatory meeting of stakeholder under FLEGT process.

Study reveals progress and gaps for civil society in VPA
and REDD+ processes

Civil society groups are increasingly participating in national policy processes related to forest governance in Cameroon, Ghana, Liberia and the Republic of the Congo, according to a new study.

However, the study says participation has not been institutionalised and overall it is inconsistent. It identifies barriers to participation and recommends ways to remove them.The research was undertaken by Poshendra Satyal, a senior research associate in the School of International Development at the University of East Anglia, UK.

Satyal focused on participation in REDD+ and FLEGT Voluntary Partnership Agreement (VPA) processes, and notes that the former have not adopted many of the best practices and lessons from the latter. He says VPA processes are more accommodating towards civil society organisations, in part because they are designed to be inclusive and participatory from the start.

However, other capacity gaps remain in areas such as organisational leadership and management, communication and knowledge on forest governance. Furthermore, He recommends addressing gaps in information sharing, synchronising participation and policy processes, increasing support to civil society groups and their platforms, building trust among stakeholders, focusing on vulnerable groups and strengthening links between local, national and global scales.

On February 24, 2017, FAO officers together with TFCC/FTI officers had a courtesy visit with the Director of TEFSO, Mr. Banjong Wongsrisoontorn, in order to introduce Ms.Erica Pohnan, the new Consultant of the FAO-FLEGT Programme Asia-Pacific. During the meeting , TFCC/FTI, FAO and TEFSO officers discussed on Verification Mechanisms Ensuring Compliance with the LD and Verification of Unregulated Species (i.e. Rubber,Eucalyptus etc.) on Private Land. Now, there is no any laws or mechanisms certifying these gaps. Therefore, the meeting suggested that TFCC/FTI should take the gap on Verification of Unregulated Species on Private Land as the main point to request a fund for a pilot project. Moreover, this project should emphasize on small enterprises and smallholders who have not accessed to high-priced international standard of certification yet. The pilot project can create a new channel for unregulated timber. Also, it may expand the framework for other tree species in the future.

In early 2017 RECOFTC had launched 3 pilot projects in 3 different sites in Tambon Mae On, Mae Tha District, Chiang Mai Province on January 20, 2017, in Tumbol Muang Ling, Chom Phra District, Surin Province on January 26, 2017, and in Tambon Phloung Thong, Bo Thong District, Chon Buri Provinc on February 12017. The event is to discuss on legal logging and to give communities an opportunity to recommend on legal logging issue and to notify the barriers on the issue leading to the cooperation on forest sustainable management among related stakeholders
