Discussion on RECOFTC Project 2018

On 16th November, Ms. Warangkana  Rattanarat and Mr. Poramet  Payapsatan from  The Regional Community Forestry Training Center for Asia and the Pacific (RECOFTC) discussed Director Banjong Wongsrisoontorn together with officers of Thai-EU FLEGT Secretariat Office(TEFSO) on RECOFTC Project 2018.

The discussion had main points  as follow:

1. TEFSO operation plan in 2018 and FLEGT VPA progress
– There are issues which will be discussed in JEM3, February 2018, as follow:
          1. Suggestions from LD Field Test
          2. Improvement of LD and TLAS draft
          3.  Timber imported control
          4. Unregulated timber verification system on private land
          5. VPA main text which is road map of TLAS in 2018
– EFI helped to make understanding of TLAS Annex.  Thus, TEFSO suggested that EFI should support AHWG  about techniques and information to make understanding of TLAS.
– Next year, the operation will be emphasized on pushing forward The Federation of Industries to be a leader in a business sector. After assigned The Federation of Industries to be a leader of DDS and Unregulated timber verification system on private land drafting, there is a good sign of working with other stakeholders.
2. RECOFTC operation in 2017 and operation progress
   – RECOFTC operated in 3 pilot areas by emphasizing in generally situations observation along with studying and surveying land tenure rights. Moreover, RECOFTC also published easy legally logging manuals for agriculturists. In December, meeting will be held to make understanding to civil society and to seek for possibility of civil society suggestions presentation to AHWG
3. RECOFTC operation plan in 2018
   –  Data collection and management of FLEGT VPA Progress which was lack of information about procedure such as standard making or the control of the timber supply chain.
   – Training which is emphasized at agriculturists and technique operation along with expanding target area for legally logging
   – Adding issue about teak  transferring to small sawmills which don’t have a clear regulation
   – Consultation of timber clarity on  Sor Por Kor land (Agricultural Land Reform land)
