คณะทำงานหารือความร่วมมือไทย – EU ในบริบทกฎระเบียบใหม่ EU Deforestation-free products

ปัจจุบัน European Parliament อยู่ระหว่างการพิจารณาร่างกฎระเบียบ Deforestation-free products ก่อนประกาศใช้ โดยร่างกฎระเบียบนี้มีเป้าหมายเพื่อลดการบริโภคใน EU ที่ส่งผลต่อการลดลงของป่าไม้โลก มีผลต่อ 6 กลุ่มผลิตภัณฑ์ น้ำมันปาล์ม วัวโคกระบือ ไม้ กาแฟ โคโค่ และถั่วเหลือง /*! elementor - v3.6.2 - 04-04-2022 */ .elementor-widget-text-editor.elementor-drop-cap-view-stacked .elementor-drop-cap{background-color:#818a91;color:#fff}.elementor-widget-text-editor.elementor-drop-cap-view-framed .elementor-drop-cap{color:#818a91;border:3px solid;background-color:transparent}.elementor-widget-text-editor:not(.elementor-drop-cap-view-default) .elementor-drop-cap{margin-top:8px}.elementor-widget-text-editor:not(.elementor-drop-cap-view-default) .elementor-drop-cap-letter{width:1em;height:1em}.elementor-widget-text-editor .elementor-drop-cap{float:left;text-align:center;line-height:1;font-size:50px}.elementor-widget-text-editor .elementor-drop-cap-letter{display:inline-block} วันที่ 11 ก.ค. ในการประชุมคณะทำงานจัดทำข้อตกลงเป็นหุ้นส่วนด้วยความสมัครใจ ครั้งที่ 5 ตัวแทนจากคณะผู้แทนสหภาพยุโรปประจำประเทศไทย เข้านำเสนอร่างกฎระเบียบใหม่นี้ให้หน่วยงานรัฐไทยที่เกี่ยวข้อง และผู้มีส่วนได้ส่วนเสีย FLEGT VPA เป็น ครั้งแรกความเป็นมาของกฎระเบียบ Deforestation-free productsร่างกฎระเบียบนี้เกิดขึ้นจากข้อค้นพบในการทำ EUTR FLEGT Fitness Check ว่าการตรวจสอบความถูกต้องตามกฎหมายของไม้ เพื่อลดการตัดไม้ทำลายป่า ยังไม่ครอบคลุมการสูญเสียป่าอันเป็นผลมาจากการแปลงที่ดินป่าไปทำเกษตรกรรมที่ถูกกฎหมายด้วยการสนับสนุนจากประเทศสมาชิก EU 27 ประเทศ และเสียงตอบรับที่ดีจากการรับฟังความคิดเห็นสาธารณะทั่วโลก ร่างกฎระเบียบถูกตีพิมพ์โดย European Commission ในปี 2563 และได้ส่งให้ European Parliament พิจารณาก่อนประกาศใช้ร่างกฎระเบียบกำหนดให้สินค้าจาก 6 กลุ่มผลิตภัณฑ์ที่จะวางขาย หรือส่งออกจากตลาด EU ต้อง 1) ปลอดจากการทำลายป่า 2) ปฏิบัติตามกฎหมายของประเทศผลิต และ 3) มีใบสำแดงการทำ Due Diligence เพื่อรับประกันการปลอดจากการทำลายป่า และความถูกต้องตามกฎหมาย ยึดหลักการไม่กีดกันทางการค้า ร่างกฎระเบียบจะมีผลบังคับใช้ และปฏิบัติเหมือนกันกับสินค้าทั้งที่ผลิตใน และนอก EUForest Partnership ความร่วมมือทวิภาคีในบริบทของ Deforestation-free productsเพื่อสนับสนุนประเทศผู้ผลิตในการต่อสู่กับปัญหาการลดลงของป่า ประเทศผู้ผลิตสามารถเข้าร่วม Forest Partnership กับ EU โดย EU จะให้การสนับสนุนในด้านต่างๆ เช่น การพัฒนาธรรมาภิบาลป่าไม้ กฎหมาย และระบบ เพื่อช่วยประเทศผู้ผลิตในการปรับตัวเข้ากับกฎระเบียบใหม่นี้ ส่งเสริมการผลิตและค้าผลิตภัณฑ์ที่ปลอดจากการทำลายป่า โดยความร่วมมือในบริบทใหม่นี้จะมุ่งเน้นไปในด้านบูรณาการ เปิดโอกาสให้ประเทศผู้ผลิตค้นพบ ตกลงร่วมกัน และทำงานกับ EU เพื่อแก้ปัญหาการลดลงของป่าต่อยอดความสำเร็จของ FLEGTในฐานะที่เป็นตัวอย่างความร่วมมือระหว่าง EU และประเทศผู้ผลิตในการแก้ปัญหาการทำลายป่า บทเรียนและความรู้ต่างๆ จาก FLEGT VPA เช่น กระบวนการเข้าร่วมของผู้มีส่วนได้ส่วนเสีย การพัฒนาระบบรับประกันความถูกต้องตามกฎหมาย จะถูกนำมาสะท้อน และเป็นต้นแบบในการดำเนินงานความร่วมมือระหว่าง ไทย – EU ต่อไปสำหรับข้อมูลเพิ่มเติมกฎระเบียบ Deforestation-free products: https://environment.ec.europa.eu/publications/proposal-regulation-deforestation-free-products_en #gallery-1 { margin: auto; } #gallery-1 .gallery-item { float: left; margin-top: 10px; text-align: center; width: 33%; } #gallery-1 img { border: 2px solid #cfcfcf; } #gallery-1 .gallery-caption { margin-left: 0; } /* see gallery_shortcode() in wp-includes/media.php */

ปัจจุบันเว็บอยู่ระหว่างการทดสอบระบบ และกรมป่าไม้จะได้เปิดตัวในเร็วๆ นี้ การตรวจสอบย้อนกลับไม้เก่า ผ่าน การสำแดงความถูกต้องตามกฎหมายของไม้ด้วยตนเองเพื่อผลักดันอุตสาหกรรมไม้เก่า คณะทำงาน FLEGT VPA ได้ผ่านร่างแนวทางการจัดทำหนังสือสำแดงความถูกต้องตามกฎหมายของด้วยตนเอง สำหรับผลิตภัณฑ์จากไม้เก่า เพื่อให้ผู้แปรรูปไม้เก่าสามารถแสดงความถูกต้องของผลิตภัณฑ์ได้ เพื่อความสะดวกในการนำเคลื่อนและค้าต่อไป เนื่องจาก พ.ร.บ. ป่าไม้ ไม่ควบคุมการนำไม้เก่ามาเป็นวัตถุดิบ และไม่มีแบบหนังสือกำกับสิ่งประดิษฐ์ สำหรับผลิตภัณฑ์จากไม้เก่า แนวทางนี้จะเข้ามาช่วยอุดห่วงโซ่อุปทานไม้เก่านี้นั่นเอง ในการทำงานที่ผ่านมา คณะทำงาน FLEGT VPA ได้จัดทำแนวทางการจัดทำหนังสือสำแดงความถูกต้องตามกฎหมายของไม้ด้วยตนเอง สำหรับการนำเคลื่อนไม้เก่าภายในเขตจังหวัด ซึ่งเป็นอีกจุดห่วงโซ่อุปทานที่ พ.ร.บ. ป่าไม้ ไม่ได้ควบคุม คณะทำงานจัดทำข้อตกลง FLEGT VPA ผลักดันการแก้ไขกฎหมายไม้ในที่ดิน ส.ป.ก.

วันที่ 10 มี.ค. 2565 – คณะทำงานจัดทำข้อตกลง FLEGT VPA พบกันในการประชุมครั้งที่ 3 เพื่อพิจารณาความเห็นจาก EU FLEGT Asia Programme, European Forest Institute ต่อร่างภาคผนวกนิยามความถูกต้องตามกฎหมายของไม้ของประเทศไทย และ การเปิดเผยข้อมูลต่อสาธารณะ และพิจารณาร่างแนวทางการยืนยันความถูกต้องตามกฎหมายของไม้ในที่ดิน ส.ป.ก.

การประชุมคณะทำงานจัดทำ FLEGT VPA ครั้งที่ 1/2565: เตรียมออกแนวทางสำแดงไม้สำหรับที่ดิน ส.ป.ก.

20 ม.ค. 2565 – เริ่มต้นปี 2565 คณะทำงานจัดทำ FLEGT VPA ผ่านอีกสองร่างภาคผนวก ระบบรับประกันความถูกต้องตามกฎหมายของไม้ของประเทศไทย (THA-TLAS) และ การควบคุมห่วงโซ่อุปทานของไม้ไทย เพื่อส่ง EU FLEGT Asia Programme, European Forest Institute ให้คำแนะนำเชิงเทคนิค ก่อนนำเข้าพิจารณาในคณะอนุกรรมการฯ และส่งสหภาพยุโรปเตรียมการเจรจาในปีนี้
